Yep, it's use "Fulton" balloon to capture them, not bring them to truck or call other companion to pick them up. Volunteers also can be recruited by reading the Wi-fi access points or other PSP consoles.
It still having arrangement function of recruited soldiers to different jobs like MPO did, but more weapon or equipment research and development than the prequel. And expand a scrapped ocean platform into a great fortress!
Also, it have CO-OP feature that we can play missions together through Wi-Fi connection!
